I read the rules/guidlines and it mentioned signing up for potluck envies to start up a coupon stock-pile, but I can't find anymore info on this... can someone help me out?

Yes, I was reading the guidlines for a coupon train, but I'm still wondering what potluck envies are. This is what I read:

Can I be on a coupon train even though I don't get a newspaper?

ABSOLUTELY! If you don't receive a paper, there are other ways to get coupons. Find someone who does get the paper and ask them to save the coupons for you if they don't use them. You are also welcome to sign up for potluck envies or TAGs to build up your coupon supply. You may also print off coupons from the internet. You also can often find blinkies, tear pads with coupons, or coupons affixed to the outside of items at the grocery store, or inside packaging!!

In our couponing/coupon train forum, some members used to offer up pot luck envelopes to free up some of thier coupon stash.  I can't say members really do that anymore, but I do know that some occassionally now offer them up in the RAK forum.  You might try in there.

We also used to do TAGS, this was a potluck of sorts.  You would offer up a potluck envelope, and say 'Who wants it'.  The next person would then get it, take what they wanted, refill it, then offer it back it.  It was a 'tag your it' type of system.   It was on the same idea of a coupon train but you never knew where it would go next.  We stopped doing that a while ago, when we revamped coupon trains and cleaned up the forums I think.
