We do, but we only use it for the extra little pieces and icky parts that rinse off plates and get caught in the sink trap, it's usually used once every two days before I run the dishwasher.  We scrape plates and put other food scraps directly into the countertop compost can, that we empty into the big green can and it's picked up by the trash company for their composting program.

We lived in a rental house in a community like that ... Palo Alto, CA. It was illegal to have a garbage disposal - weird. But the other weird thing was that you didn't set your garbage cans out on the curb. You just left them on the side of the house and the garbage men came to your backyard to pick them up - and put them back! When we first moved in we didn't know and were completely freaked out when we woke up to guys wandering around in our backyard.

Oh on dishwashers ... almost all dishwashers now have a small garbage disposal built in. The Bosch dishwashers have a few models that don't have them in order to be quieter and more energy efficient. They have a "food trap" that has to be emptied by hand - yuck!

That doesn't surprise me about PA. Dh works there and the process to get the new school site built was insane and took so long, there are no many rules and regulations.
