Thats one thing I didn't understand, there must be more to teh story I'm not getting.  Supposedly this plan was developed BY teachers for the governor so you would think that people would be on board with this.  You should get bonuses for good test scores,  GREAT teachers will be rewarded.   But even the GOOD teachers taht I know,  are unhappy with the plan and picketed.   I'll see if I can find some links about it.

When I worked for the state we had a union and it was horrible. Everything they did to "protect" us just screwed us over. I left that job strictly because of the union and the benefits that ended up being eliminated because of them.

The company I work for now has all of a dozen employees. We obviously don't have a union. If we've got an issue with something we go right to our boss/owner.

I did once when I worked at Kroger as a teenage. It did nothing for me. The management was awful. One manager would give you latex gloves and a paper towel and tell you to clean poop streaks out of the bowl under water. I asked for a toilet brush and she smiled and said no. Same manager would just stop scheduling you instead of telling you you were no longer needed after the grand opening died down. People would ask and she would tell them for weeks they might get back on the schedule.

Dh is not union.

I'm not totally for unions either but I do wonder how you judge performance...is it overal, is it based on one test? I've seen students in my district take the computer standardized tests and almost half of them you have to tell them to slow down and actually answer the question. I saw one kid
"finish" 3 questions all with several paragraphs to read in under a minute. He was just clicking an answer letter then moving on. I don't think it's fair to judge that teacher by his score because he just wanted to be the first done. There are a lot of personality conflicts at the district I sub for and some think the union is the only thing keeping the admin from letting them go. And these are good teachers too.

In our small school, it I not based solely on test results as we have a ton of special needs students and students who do not do well in a traditional school setting. The director and board are in the classrooms and know enough of what is going on to tell if there are problems. Also, parents are a resource in evaluating teachers. Really we don't have many problems.

My experience with an union is limited. When I worked at the grocery store, I had the best insurance, ever, because of the union. But when I got into a fight with my store manager, I called for their advice and they never returned my call. I still continued complaints on the manager and he was fired just a couple of months ago for how he treated employees.

From experience of watching teachers dealing with the union, I can see the pros and cons of an union. Yes, they fight for teacher's rights, there is an assault on teachers in my state but they also keep crappy teachers in their positions.
