I know someone who does not.  In fact, she laid the soiled diapers on my kitchen counter yesterday.

yep, I even have a thing of hand sanitizer with the wipes I have for the middle of the night changes!

I do most the time but I can be certain that there have been a few times with my own children that I did not because the situation didn't allow.  Everyone has different ideas and levels of what clean means to them.

If this was a friend and if she is ever at your house again, I wouldn't hesitate to stand right beside her at the changing and hand her a plastic bag and tell her you will take it out to the trash.  I'd probably encourage her to wash her hands as well if she were in my home touching our things!  I' m not a germaphobe but that can be dangerous if she touches something in your kitchen with her yukky hands.
