washing dishes with cold water?

Is it safe to wash dishes in cold water? It would save on my oil bill to wash in cold.

I wouldn't do it, especially with anything that came in contact with raw meat.

I wouldn't do it either.

Can you choose a shorter regular  load than a heavy scrub load?

I am hoping you are also not washing your clothes in hot water.  I learnt that here in MS.  Wash only towels and sheets in hot water.

You mean hand wash?

Yes, you can.

Leave them soapy and rack them in a dish-rack that is in the second bowl of the sink. Boil a pot of water and rinse the dishes with the hot water. Yes, boil the water because eventually the hot water from your water heater won't be hot enough.

As a matter of fact, if you're hand washing, the water from the water heater probably isn't hot enough. If you can stick your hands in it, it isn't hot enough.

I used to work in a restaurant.  I learned that water has to be extremely hot to do any kind of disinfecting/sterilizing, and while I can't remember exactly what the temp was (something like 180 degrees), there is no way you could put your hands in it.  So, that's why we use soap.  Cold water is perfectly safe to wash dishes in as long as you're using dish detergent.  It's just more work (have to scrub more), because grease doesn't release as well in cold water.  The dishes also won't dry as fast.  So, warm water might be the best compromise.

Cold water isn't going to kill bacteria.

Cold water does not kill bacteria, commercial dishwashers heat to over 180 and the majority of people can easily save more somewhere else. One fewer Starbucks/month would probably cover it. Or just use less water.

However, I will say that we did not have hot water in our kitchen in India and appear to have survived. I boiled water to use for anything that had raw meat (I tried to do directly package to pan). Everything else was lukewarm non-potable tap water.
