Give me some brother/sister halloween costume ideas please

I think this is the last year I'll be able to match my kiddos for halloween. I know it's early but I want to keep my eyes out at garage sales. Anyway, one year they were Mickey & Minnie mouse, last year they were a football player and cheerleader.
Zack will almost be 4, currently loves trains
Emily will be 2, currently loves dolls and stuffed animals.
I'm a Disney fan so I've tossed around the idea of Tinkerbell & Captin Hook but this is Ohio and the weather is usually bad so I don't want to do a flimsy costume for Emily.
Any suggestions?

What about Max and Ruby (my DD wants to be Max for Halloween!)- if you don't know them they are brother and sister bunnies (the older one is Ruby). A sailor and a mermaid (the mermaid sounds a little flimsy but it can be made warm).
