Ummm I hate to say it but I think it may be the operator
I used to get goofy cuts with my 12" fiskars cutter....partly because before that all I had was the Big Fiskars Rotary cutter and you have to push the blade down when you roll it so I was doing the same thing and I think the force was shifting my paper. A light touch and a sharp blade are the best advice and also make sure the edge you are using to "line up" your cut with is a straight edge.
